Despite uncertainty surrounding Russia's oil export duty reform, Russia will follow through with its massive refinery modernization program, according to ESAI Energy's recently published CIS Watch. In June, planned changes to the fuel oil export duty came under fire, casting doubt on reform plans that are vital to Russia's refinery modernization.
