'Zombie' coal plant caught in the middle as FERC, N.Y. spar over market rules

A federal-versus-state regulatory tiff has broken out here over new market rules that could result in the reopening of a coal-fired power plant mothballed since late 2012 that nobody involved appears to want restarted in the first place.
